Planning and Permitting

Condor's Planning and Permitting professionals can help keep your project on track by expertly managing your project from start to finish. Condor's experienced environmental planning staff provides NEPA and CEQA compliance review and full-scope permitting services for public and private projects. We conduct feasibility and siting studies; provide baseline environmental information; coordinate with project architects, engineers, regulators, and agencies; prepare and evaluate environmental documents; facilitate permits; and testify in public presentations and hearings. Condor personnel ensure that our clients' projects are environmentally sound while remaining cost-effective.

Project Development and Review

The earlier the environmental, regulatory, and land-use constraints on a project can be identified, the smoother the permitting and entitlement process is likely to be. Condor is adept in performing on-site surveys that identify and map environmentally sensitive resources, determining environmental and regulatory land-use/zoning constraints, and pinpointing issues that might restrict development or require modifications to a proposed project. Services include:

CEQA and NEPA Compliance

State and Federal Laws (CEQA and NEPA) require local, state, and/or federal agencies to disclose the environmental impacts of their activities and involve the public in their decision making. With decades of combined staff experience in the preparation of NEPA and CEQA compliance documents, Condor's goal is to guide our clients through the processes smoothly and efficiently, while ensuring compliance with all legal requirements. Condor CEQA and NEPA services include:

Technical and Natural Resource Evaluations and Studies

In addition to our highly skilled team of geologists and engineers, Condor partners with a variety of technical and natural resource professionals to augment in-house expertise on an as-needed basis, depending on the client's needs. Our "extended family" includes specialists in biology, cultural and historical resources, noise, air quality, traffic, and more. Together, we can evaluate and address virtually any resource or technical issue that might come up in the course of your project, ensuring thorough and complete environmental assessments and documentation.

Permits and Entitlements

Condor can assist with permit application preparation and processing for local, state, and federal planning and regulatory agencies. Services include:

Mitigation Monitoring and Reporting Programs

Public agencies often require mitigation measures as conditions of approval for a project. These measures must then be monitored and tracked throughout the construction period and sometimes beyond in order to ensure compliance with the permit. Condor has extensive experience in developing mitigation measures for a wide variety of projects and can also provide ongoing monitoring and reporting as required by the various regulatory agencies.
